1. Open Run command (or press 'window+R').
2. Type 'regedit' (without quotes), press Enter.
3. Open HKEY_CURRENT_USER -> Control Panel.
4. Click on Desktop.
5. Find 'MenuShowDelay' option on the right side panel.
6. Right click on it, and select Modify option.
7. Change the value of 'Value data' field to least value.
8. Click OK, That's all.

Now onwards, your menu-list item or popup-menus are open in few milliseconds.
