Most of the times we observe that, the folder option is get skipped from the Tools menu. Because of some spam/warms/threats,hence that option is disabled at the back-end automatically. 
So we have to just enable it in a simple way.
Whenever you click on Tools menu, you will see like
Follow the steps given below :
1. Open Run command (or press window+R).
2. Type: 'gpedit.msc' (without quote), press Enter.
3. On the left side panel, Select the User Configuration option.
4. And now on the right side panel open : Administrative templates -> Windows Component -> Windows Explorer.
5. On the same panel, Find 'Removes the Folder Option menu item from the Tools menu' option.
6. Right click on it and open 'Properties'.
7. Click on 'Not configured' option (If it is not configured, then enable it by double clicking on it, and then make it 'Not Configured').
8. After updating the settings, Restart the computer.
Now, the problem is resolved. And it will appear on the Tools menu.
